Where are you trying to measure voltage?

On the + side of the ignitoin coil you should get +12 (batery voltage) in the "start" position and around +9~+10 in the "run" position and 0 in the "accessory" position.

You should get +12 (batery voltage) on the solenoid of the starter at the "battery" terminal all the time and you should get +12 (batery voltage) on the other two solenoid terminals only in the "start" possition.

I am talking about the voltmeter in the dash, sorry. It is a 1977 fuel injected z.

 

If the meter drops only when the starter is engaged then it, normal I would think. Most cars have it wired so no other electrical device is on when you turn the key to start that way the starter gets all the juice it can get.
