Back to the point that Kammy brought up in your earlier post. Are you sure you that you don't have the supply and return lines confused? That would explain all of your problems. If your blowing the supply line, thinking that it's the return, you will get a restriction. There's a check valve in the fuel pump.

Then no, there should not be any restriction in or at the tank. If there is, and your pump is supplying the proper pressure, then the car would run, but would be running rich due the increased pressure at the injectors. You really need to put a gauge on it and see where you stand.
