If I remember correctly from many years ago, there is a raised ring on the outer end of the shaft. You may have to sand or file that to remove some rust before the drum will come over it, more easily, also because there is oxide on the bore of the center of the aluminum drum..
or, if you're me, you do the entire brake system without a hitch, then later, when you go to paint your drums, you spend half an hour trying to get them off only to realize you left the parking brake on xD
