ok when my car is stopped and just idling normally at a stop light or what ever the idle is high about 1500 sometimes 2000. when i let my foot off the brake the rpm's go back to normal. even when i put my foot barely on the brake just enough to make the lights come on and no noticeable stopping power, the engine still rev's up. i replaced the alternator about 6 months ago and its charging the battery. so i don't know if its something electrical or if its my brake master cylinder or what. all fluid is is full and i haven't noticed any leaking or the level going down.

Agreed... Sounds like a vacuum leak from the brake booster circuit. There is no electrical connection between the brakes and the ECU.
