DISTIBUTOR TIMING!!@#

Our distributor is advanced 21 degrees when distributor is turned as far as possible in the retarded direction. How can we make it more retarded so it is in specifications?

Check and confirm that the plug wires are on the correct tower on the cap.
Look this up in the manual or try the search function here. If they are, then
the correct procedure is to pull the distributor and point the rotor to the correct tower. Beware of the gear turning when re-installing distributor. You wouldn't be the first to just rotate the plug wires in the direction required.

I would hazard to guess that you are off a tooth or three on the oil pump/distributor shaft. It happens when people in the past aren't careful about putting things back together. More commonly it's 180 degrees off which still runs, but it so retarded it's like driving a boat on land. You hear the engine trying but you just don't get anywhere.

Hopefully your ignition wires are just off by one stop as rph suggests. To confirm, at top dead center on compression stroke rotor should be pointing to the 8:40 position, or closely to. That's your #1 tower position. Also, the tang inside the distributor housing that the distributor slides onto should be at the 11:25 position. i.e it should look something like \. If it doesn't, then your oil pump/distributor shaft alignment is off. You should drop pump and realign if this is the case. If rotor and tang are in correct position, then perhaps you have the wrong distributor mounting collar or you may have the collar 180 out.
