'77 280z Smoke test

Ran a smoke test on my 77 280z. Found some small leaks. I fixed the intake to the AFM leak by just tightening the clamp, also the 2 leaks on the air regulator were fixed by replacing the hose. But, what is the part under the air regulator that's just bleeding smoke?
One last thing, I blew smoke through the charcoal canister hoses and one of them was clogged and this is what I pulled out of the hose, it looks like Teflon tape. Is there a reason why this was stuffed in there? I haven't driven it since I pulled it out but it starts up, idles and revs the same.

That thingy under the air reg is a thermo-vacuum switch. It diverts/stops vacuum from being applied to things like the EGR and distributor vacuum advance canister and carbon canister. until the engine reaches a preset temp. Just bypass it as you will probably not find one that works.
The teflon tape is a mystery. Someone plugging the hose? To bypass emission stuff?
