What is this? tar paper?

Seems like there's a layer of... tar paper? on a lot of the interior surfaces (was under the carpet) of my '75. Is this supposed to be on there? It's on the floors in front of the seats, all over the driveline tunnel/center console, and in the rear. The floors seem to be pretty solid overall, except a rust hole behind the driver's seat :(

I was planning on buying the POR15 system and going over the entire interior (and fixing the rust hole). Do I need to take up this tar paper stuff or just leave it and paint over it?

It's sound deadening.....and yes it is suppose to be there. Well except on my car! I've removed all the deadening from the cargo/spare tire area on my ZX, and plan to do the rest of the interior. Just the area I mentioned had 4 lbs of the stuff.

As for leaving it, or removing it? It isn't easy to get up, but at the same time if you are dedicated you will get the job done, just time consuming. You choose, either way is ok.
You will have to remove it if you want to paint the floor with por 15. I used crushed dry ice and it made quick work of the job. Just let the ice sit on the surface and it hardens and comes right up in big junks.You will have to call around to find crushed dry ice but its well worth it. Also take a wire brush to all of the rust before you paint it.

Its a pain but you want to make sure you get all the tar crap up. I put dynomat down after I painted the floor boards with the por-15. Its still a steel tub and needs some type of sound deadening.
I would pull it all up because rust may be hiding under it. When I did my interior I had alot of rust hiding under that material.
