Well, the paint is gone, and the seats have been rather hideously re-upholstered. The owner's "no rust" may be based on walking around it, but market value depends on getting inside and under the car, checking the frame rails, the rocker panels, the lower fenders and the areas under the hatch.
At this point IMO it should not be gassed up; 21 years is long enough that the fuel tank may be leaking and the fuel lines may be plugged. Any fuel remaining in the tank is a vile substance and should be drained and the tank cleaned. If fuel has been sitting in it, the tank likely has rust problems and will probably need to be dropped, chemically cleaned and re-sealed.
I would suggest that you share your location and ask for help with locating a Z-car specialist or enthusiast who will visit and give a more educated opinion.
