I don't think anyone has ever really categorized upgrades for the 1st and 2nd gen Z's in "stages" such as those used for the Z32. Once you have begun, it tends to become one neverending stage, really.. ;-) As for the standard order of most mods, it really depends on whether it's a ZXT or N/A.
Us N/A guys generally start with breathing enhancements (Cold Air Intake, throttle body, exhaust), then head work (port/polish, cam), then work up to the bigger $ items, like electronic engine managment systems, allowing for larger injectors with proper A/F mixture. The L28 can also be stroked to a 2.9 or 3.1L. Look though the archives for Norm's ride to check that out.
As for turbo tuners, well that's out of my area.. Seems they generally start with enhancements to allow for more boost, to include adjustable/modified BOV, intercoolers, and a free flow exhaust..
None of these mods have been categorized to my knowlege to say that "I have a 'Stage 3' 280ZX", or whatever..
