10mm bolts 25-35 ft-lbs
torque setting for nuts is same as 8mm bolts. As for what to look for, not much you can tell looking through the ports. Just check for anything that looks terribly unordinary, cracks, bent or broken valves. As long as there isn't anything mechanically wrong with your "parts car motor" just get the timing right, fuel and air in the cylinder and it will run.
