Is it absolutly nessecary to use the front and rear timing belt covers?
and are the fuel rails and fuel injectors from an 87-89 NA interchangeable with an 86 NA?

the timing belt cover's keep dabree away from the belt so yes the cover's are nessecary!! and yes the fuel injectors and rails are interchangeable nissan did not change the VG30E motor from 84-89

not true!!! 88-89 injectors are low impedance while 84-87 are high impedance. the injectors will fit in the manifold, but the computers are different.

keeping the timing cover on is probably a good idea...

I took mine off, and had one of my power steering pump bracket bolts come loose and jam the bracket into my belt. It dug a huge channel into my belt, causing me to have to replace my belt again...

In short...keep it on!!
