Throttle Opener Adjusting Screw Broken?

Hi all,
I am following the instructions in the FSM to tune my carbs, but I ran into a problem on step 11, with the throttle opener adjusting screw. Screwing it in does absolutely nothing to my RPMs, as it just goes backwards. It looks like it should have a spring attached to one end, but I am not sure. I will post a couple of pictures of the piece. You can see that one end has a hole that looks like it should have a spring attached. Please let me know what the problem may be! I didn't see any similar problems on the search. A picture of the screw properly tuned would be great. Thanks all!

the owners manual actually has a picture of it, and it looks like it should be connected to the servo diaphram... which isnt on my car...? I bought this car last year... why would anyone have taken it off? also, is it necessary? Where do they sell them?

IIRC is is for fast idle at cold start. Mine was removed so long ago I don't remember taking it off. You might check local emissions laws to determine if you really NEED it.

thanks. i will adjust the carbs without touching the thottle adjusting screw since it does nothing now. i still feel like there should still be a spring attached to it upwards so that it keeps pressure on the throttle, though.
