You've just discovered the notoriously bad oil pressure sending unit that afflicts early Z's.
It does exactly as you describe.
If it really bugs you--you can get a new Nissan oil pressure sending unit that will give you the correct reading(but the thing is about $56!)
Don't get the ten dollar aftermarket jobs from your local parts superstore--it will be worse than the unit you have now!
I went that route--and ended spending the $56 anyway buying the real Nissan job.
