Change everything you can see, links, fuses and check the wires up and down.
I would think it's one of the links if ya ask me.

No 12V power !!
76 280Z hasn't been driven in over a year. Car has sat outside here in Southern Mi. It has no 12 power. I have replaced the battery and both cables. I have a good ground but no lights (headlights or interior) Iginition switch is out of it but former owner drove it with out a switch. Could it be the fusible links? Can anyone tell me what the FL values should be. The caps are missing from both FL boxes. I have digi pics if that will help.

You can ues the multimeter in continuinty mode and check each fusable link.
Get that FSM... very useful in tracking down electrical problems (along with FI probs, emissions, ect...).
