If I want to go to manual steering can I just fill the rack and plug the holes? I know this works on toyotas and has anybody done it to their Z?

That sounds about right...If you are looking to free up some more room/loose weight, remove all the powersteering stuff aswell.

i know my steering gets really hard when the car stalls......... im sure it would be the same if you were to remove the pump...
Try and find a steering box you can use... Maybe theres something out there.

Do not fill the rack. In fact, turn it, lock to lock, a few times to evacuate the fluid. Otherwise, you'll be moving fluid as you steer, in addition to the wheels/tires which will be as tough as you want it.
Enough fluid will remain to provide luberication. Seal the unit with a couple of those plastic-nylon plug thingies.
