I don't think I would get too worried about the exact voltage on the injectors right now. You can calculate about what it should be by measuring the resistance of one of the resistors in the pack and also the resistance of one injector then calculate the voltage drop across each. Ususally the voltage is not so much a big deal as is the fact that the signal pulses along with the rpm of the engine. When the system fails it ususally fails due to bad sensor inputs, incorrect settings on switches, timing, bad connections, power failure, etc. Small variations in voltage are not a prime candidate for problems.
