what should I use?

also I need new brakes how hard is it to change all the pads? I don't think I need rotors I hope I don't

if you're going to fix it properly later, i would use tin foil and bondo. that is the cheapest and easiest way. this won't last very long, but should get you past an inspection. brakes are a VERY simple procedure on a z car and if you do just pads, can be done in an hour.

Im guessing you put the tin foil over the holes and then the bondo on top of it?
that way the bondo is not put right on it

right. make sure you buy the thick foil and use one long sheet folded in half. put a very small amount of bondo around the edges of the holes to hold the foil and let the foil dry in place before covering with bondo. then sand smooth (very lightly) and paint. also, i thought about it after i posted yesterday, and if this is for the floor pan, you can also use a fiberglass patch kit (about $20). it will look rough but dry much stronger.
