Is the fuel pump (when the car is running) on all the time or is the
signal to the pump intermitent? Basically is the fuel pump regulator
solely responsible for the pressure regulation or does the fuel pump
turn on and off as needed. I have my pump straight wired and am
having surging problems, also the pump has difficulty first turning
on. Is this a bad pump? (probably)
