If its exactly like that you don't have much to worry about. The "flutter" is caused by the turbine still creating enough boost to open the ssqv.
does this sound like turbo surge?
So as some of you may remember I got myself one HKS SSQV and bridged both sides of the turbo pipes and installed the BOV there... I do get the whistle and some flutter right after it, its pretty audible sometimes. I found this vid and this is exactly what my BOV sounds like but with the high pitched whistle at the beginning of the flutter. If you go to minute 2:00 you will hear the flutter clearer, is that surge or is that the way its supposed to sound?

oh ok. I just had my doubts because I had never owned one and as a matter of fact had never heard one in real life so close
