What exactly are the benifits of using a zx block with flat top pistons and a 75-76 head.
I have read in several other posts that it brings up the compression ratio to 10:1. How does that affect horsepower, how about fuel mileage? Any help is greatly appreciated.

Actually you can use any L28 block with the flat top pistons and either the N42 (square poert 75/76) or the N47 (inserted round port 77/78) to attain a 10:1 compression ratio. The higher compression ratio will give you more torque and horsepower. It will also force you to run premium fuel. If you are rebuilding an engine anyway and you're not planning to turbocharge it then this is essentially a free (except for the more expensive fuel) upgrade. If you are thinking about boosting the engine then stick with the 8.3:1 CR and use the turbo or supercharger to make up the difference by addingmore boost. Then you can run regular unleaded most of the time.

Fuel mileage will not be affected much - except you'll have a tendency to get on it - because you can - and it will suck up more fuel giving the better performance.
