Can a retard of 5 degrees base timing make much difference?

I was wondering if having a retarded 5 degrees of base timing can make a significant difference in a cars performance, and what types of things would be noticeable?

5 degrees would def. be noticeable as far as the car under performing
Changing the camshaft location in relation to top center affects where it makes power more than anything.

Retarding the camshaft moves the power band towards higher rpm. Makes car feel sluggish on takeoff.

Advancing the camshaft moves the power band towards lower rpm. Makes car feel better on low end, sacrifices a little top end.

Racers move camshafts to help tailor the engines rpm range to different tracks that they run.
Ign timing NOT Camshaft!

5 Degrees will make the car more sluggish AND lower the idle about 150rpms. Norm K.
