I used to play with the BCDD on my '76, I seem to remember it's for improving emissions on deceleration by adding air to the mixture.

Adjusting it: you want the idle to drop medium quickly after revving the motor.
So if you screw it in too far, the BCCD will make the engine hang for couple of seconds before returning to idle. So just play with it until the revs drop normally.
It's not that critical so don't fixate on it.

If your engine's acting that poorly, it sound like maybe a filthy airbox. Try taing it's side cover off and spraying the wiper-board off with contact cleaner.
