The first question is did they work before. Let's assume not, which is why you bought new ones.
You will have to remove the steering wheel (22mm nut) and even though there are muscle men here who can rip it off, I'd suggest a wheel puller the first time (rent from autozone). Note that the Steering wheel rests on a cone shaped washer. It may or may not fall off and is needed so the SW does not ride up against the trim pieces. Remove the steering wheel console covers, about 8 screws from underneath. Now you will see the combo switch assy. Loosen it with one recessed phillips screw accessed from the bottom right side by the ign key. Now using emery cloth, clean all the contacts of the headlight switch. That is a common problem and solution.
Take plenty of pictures before removal of anything so you can get proper clearances. Look at the combo assy tightening bracket. There is a prong on the metal piece that goes into a 1/8" hole in the steering column at the 9 o'clock position for reassembly.
