280zxt: Why is there extra rubber in my AFM boot?

I took off the AFM on my 83 280zx turbo to check for graphite track wear today and noticed that a previous owner had stuffed extra rubber into the AFM boot, downstream of the AFM, before the turbo.
The AFM boot is in good condition.. I'm not aware of any leaks, and this added material looks very losely stuffed in. My guess is that it's in there to restrict air flow.. which seems like an odd thing to do.. I'm tempted to take it out and see what happens..

is the boot ripped on the outside at all?

I've not found any tares, and the added material fits very poorly in there. I very much doubt it could make a good enough seal to be effective.

Either way, if it is plugging a hole, probably better to get a new boot than to have a load of constriction in there, right?

It certainly must be restricting airflow and adding turbulence to the air. It doesn't belong there, for sure.
