Do '96 JDM motors have VTC and OBDII?

I'm about to pull the trigger & order a JDM engine & transmission from enginesus, from what I can tell the importers call the '96 as being the same as '90-'95.

Is that the case for a non-US 1996?

From what I understand the motors are the same, except for the camshafts, and there is no variable cam timing.

The 1996 motor has 20 horsepower less with the automatic transmission.

OBD II garbage is just a US thing. From what I understand, that is another reason why it is hard to title '96+ JDM cars here in the US since they lack this system.

The VTC stayed on the JDM cars, again it was only a US market change.

No even in Japan OBDII started in around 1996.
I'm not sure why people want II, with OBDI usually you can check codes without using any kind of computer or device.

Eg. in many cars you can connect two jumpers and it will flash the codes on the dash etc.
